The African Union Commission said the implementation of the transitional plan that will provide an effective framework for the gradual transition of security responsibilities to Somalia’s security institutions is progressing well, according to an AU official.
Peace and Security Commissioner of the African Union, Ismael Chergui, told journalists on Monday, February 11th, that the implementation of the transitional plan adopted by African Union Mission in Somalia (AMISOM) is advancing as the relations between the federal and regional governments in Somalia continue in the right direction, particularly in terms of reconciliation and coordination.
According to recent reports released by AMISOM, Concept of Operations (CONOPs), which will guide AMISOM’s activities and operations for the 2018-2021 period, marks the final phase of the AU Mission’s for the transition and eventual exit from Somalia.
The action-plan, once approved by the African Union and senior defense officials of troop-contributing countries, will mark yet another milestone in the Mission’s quest for a peaceful and democratic Somalia.
"We want to prepare the Somali National Forces to take over security," he added, stressing that this could only be achieved after "positive development".
“We always said as AMISOM, we are not there for a life time and we will exit, but we also don’t want to undermine or lose sight of all the sacrifices that have been made there to secure more than 80% of the territory,” he said. Adding, “We want to see Somali political institutions set up and operational.”
According to the commissioner, the AU is concerned with the challenges in Somalia, mainly terrorism which is spreading to neighboring Kenya.
“The transitional plan will be implemented with joint efforts of AMISOM, UN and Somali transitional government by protecting brothers and sisters in Somalia from terror acts of Al-Shabaab,” he added.
The commissioner announced the unfortunate arrival (presence) of Isis in Somalia, creating additional complications in the region.
The African Mission in Somalia (AMISOM) is the AU’s armed intervention, working with the financial support of the UN to wipe out the militant group Al-Shabaab from the horn of African nation.
