Official: Ethiopia Plans to Issue Two Telecom Licenses

Ethiopia will set up two telecom licenses for multinational mobile phone service providers, in the first official detailed announcement on the government's plans to open one of the world's most closed telecom markets, a senior official told Reuters on Friday, July 5th. 

The government will also offer a minority stake in Ethiopia Telecom, the monopoly operator of the sector, and foreign companies will be invited to bid.

“We have announced the market structure as ‘two plus one,’ ” State Minister of Finance Eyob Tekalign Tolina told Reuters by telephone, referring to the two new licenses and a 49% stake in Ethio Telecom, the monopoly operator.

Ethiopia’s telecom industry is considered to be a big prize in the push to liberalise the country’s economy, launched by Prime Minister Abiy Ahmed, as its huge protected market serves a population of around 100 million.
